Hello!

The collision theory states that for a chemical reaction to occur, the molecules need to collide with enough kinetic energy for the collision to be effective.

At lower temperatures, the kinetic energy of the molecules is low, so the collisions wouldn't be as effective as when the temperature is higher, so the rate of reaction decreases.
