I believe the answer is: It implies that hip-hop has not reaches the status of a "true art form," and thus it should not be worthy of attention by White youth.

Of course, since this is just an assumption, this perception is not backed by any scientific evidence. In most cases, those people who love hip-hop just love it because they simply enjoy it, and love to share it with every other people that they love.
