Plug in 3 for the x values.
4*3^2-8*3+3
Then use PEMDAS
4*9-8*3+3
36-24+3
12+3=15
The answer is 15

f(3) = 4x^2-8x+3
= 4(3^2)-8(3)+3
= 4(9)-24+3
= 36-24+3
= 15

Use the PMDAS rule. Get the value of x^2 first then do the math.
