(Austria-Hungary and Germany were excluded from the negotiations.)

- France’s goal was to weaken Germany as much as possible.
- British Prime Minister David Lloyd George supported this, but not to the extent that France did. Britain began to see Germany as an important trading partner (once its economy was restored) and were worried about how weakening Germany’s economy even further would affect them.
