The duty of police department is to respond to citizen complaints against police officers, conduct internal investigations against the officer in much the same way as any other investigation conducted by a police agency, and determine if the complaint was substantiated or unfounded. The four outcomes of investigations into citizen complaints against police officers are sustained, unsubstantiated, unfounded, and exoneration.
