I agree with him there is no need to create nukes at all even the United States said that after the total destruction of Nagasaki and Hiroshima that using a nuclear weapon would be the absolute LAST resort of in conflict or self-defense. Now the Soviet Union/Russia have been testing nuclear weapons since the bombing of Nagasaki and Hiroshima because (the funny answer: lets face it, it’s Russia for crying out loud) but the real answer is they now have the most powerful nuke known to man kind. The Tsar Bomba, it is way more powerful than the nukes dropped on Japan.
