I believe the answer is: poll tax

Prior to 1966, paying poll tax is a requirement for voters before they obtain the right to choose their representatives.
After the case was brought into the supreme court in 1966, poll tax was deemed as unconstitutional according to 24th amendment of the united states constitution.
