I believed the answer is:B. patterns of inequality and who has more power

According to the social-conflict approach things that considered as deviant behaviors are created by the people who have the most power in that society. This approach believe that the condemnation of 'deviant' behavior is their effort to keep their dominant status in the society and maintain the patterns of inequality.
