They showed and measured his popular support.

Granting the people the right to vote looked like an enlightened, liberal move, in line with the ideals of the French Revolution. But Napoleon knew he had the popular backing of the people, so it really wasn't so much about granting the people meaningful political rights as about enhancing his own image and power as the people's desired leader.
