The answer is A. encourage plantation owners to sell their land to manufacturing companies.

This is not implemented in Brazil. Brazilian agriculture is a mixture of private owners, company owners, and recently foreign company owners (which till recently was not the case), mostly Chinese companies. Big portion of the private owners have solid amount of land, so it is not a necessity taht the government encourages measure like that.
