No she is not correct. 3/4 is the same as 3/4

Ashley could be right, because the cookies could be of different sizes. The cookie Ashley ate could have been bigger than the cookie Thomas ate. Since 3/4 of a bigger cookie is also bigger than 3/4 of a smaller cookie, Ashley could have been right.
