we know that
the equation of a line
y-y1=m*(x-x1)
m=5/8
point (x1,y1)------> (2, -3)
so
y+3=(5/8)*(x-2)-----> y=(5/8)x-(5/4)-3-----> y=(5/8)x-17/4

the answer is
y=(5/8)x-17/4
