Why did the Whigs rise as a political party?

Jackson and the bank.

The Whigs were mostly leftover Federalists who wanted to make the US and industrial country. They opposed the actions of Jackson in particular the veto of the bank. The National Bank had been helpful in providing investment money for industrialization.
