Absolutely! For instance, look at the Libertarian party's candidate during the 2016 election, Gary Johnson. Many people when they went to vote saw his name on the ballot, but did not have a clue who he was. This is because the Libertarian party does not have the members or the money to properly campaign against the Republican or Democrat party
