Do you happen to know who has the last say when there is a conflict over the meaning of the constitution - the u.s. supreme court, the u.s. congress, or the president?

The supreme courts job is to declare if a movement or other things are constitutional, so if there is a conflict over the constitution, the Supreme Court would in fact have the last say.
