This is true because of slavery laws being almost non-existent in the northern states.

This is true. This event occurred during the division of the north and south in our nation over the hot topic of slavery. If a slave was lucky enough to escape their owner, they would usually move somewhere in the north U.S. where where most of the antislavery supporters lived. The most common way for a slave to escape was by traveling through the Underground Railroad which was also built by antislavery supporters. Hope this helps and have a great day! :)
