BOTH TECHNICIAN A AND B ARE CORRECT.
Coolants are installed in vehicles to prevent overheating. When new, the coolants are usually basic in nature, that is, they have pH above 7 but with time the pH decreases. Also, OAT and HOAT coolant have pH values which is lower than that of old green IAT coolant when newly bought.
