rewrite putting the -3 on all numbers:
(a^-8)^-3 b^-3 / (a^-5)^-3 (b^3)^-3
multiply exponents:
a^24b^-3 / a^15b^-9
subtract exponents:
24-15 = 9 9-3 =6 ( don't use negative signs)
the answer is a^9b^6
