The Administrative Procedure Act governs the ways in which federal agencies of United States develop and issue regulations. Besides setting forth the rule making procedures, it also addresses other agency actions such as licenses, policy statements and permits, also providing standards for judicial review for a person who is adversely affected by an agency action.
