The "decay" of American cities - in terms of the decay of its infrastructures - is owed, in large part, to a lack of funding from local, state, and federal governments to help support the very physical structures of the cities.  Compared to many European and Asian cities, America's cities are in need of repair, revision, and remodeling.  America's cities are not equipped to handle to transportation, population, and industrial and commercial needs of its citizens.
