The entire poem talks about how he feels cheated by time. He says, "How soon hath Time, the subtle thief of youth, Stol'n on his wing my three-and-twentieth year!" This line specifically calls time a thief that cheats him. He finishes the poem talking about how Time, "and the will of Heav'n" leads him on towards death.
