The voting rights act put teeth into the 15th amendment which guaranteed the right to vote to black males. the act made it easier for municipalities especially to allow the colored to vote regardless of gender. There were no restrictions on who could vote or how each person's vote was counted beyond the restrictions imposed on the whites (like the age of the voter). Race color religious beliefs had nothing to do with the right to vote.
