Why is the hypothalamus considered a link between the endocrine and nervous systems?

It comprises part of the nervous system, but it controls many of the endocrine glands.
It is in the brain, a part of the nervous system, but it also releases hormones.
It translates all of the hormones released into the blood into neural signals.

I think that it is B - it is in the brain, a part of the nervous system, but it also releases hormones  , which are all true.
