The primary function of arterial roads are to deliver the traffic from the congested roads to the freeways and expressways. They are mostly connecting roads form the area of high traffic to areas of low traffics. Though most cities have different plannings for arterial roads, most roads are in the forms of concentric rings and are also referred to as ring roads

Hence the option A is the right one
