I would say that algae would be the first primary producers to inhabit a new aquatic environment. This is because algae can reproduce both sexually using spores and asexually using ordinary cell division or by fragmentation. Both spores and algal cells can be easily carried from established aquatic environments to new environments by flowing water or water birds such as ducks or geese.
