There isn't just one correct answer to this - we are looking for an argument, and there are always many arguments. But one such argument is that the opinions and interests of the local state are represented in the central government - by the elected representatives! So while the government is not close to the people of Alabama, Alabama's voice can still be heard through its representatives.
