How does the practice of the filibuster reflect the special character and structure of the senate?

The Senate is the only one allowed to filibuster a bill. The goal is to either talk the bill to death or dealy it. It is a weapon of the minority party to make the majority party to compromise. Though Senate can kill a filibuster with Cloture which requires a 60 vote or super majority.
