Who or what is Rutland Ramsay?

Rutland is an English county, bounded on the west and north by Leicestershire, northeast by Lincolnshire, and southeast by Peterborough (a unitary authority in Cambridgeshire) and Northamptonshire. It is the smallest (in terms of population) normal unitary authority in mainland
