Volunteers in Service to America was started as a domestic form of the Peace Corps started by John F Kennedy. Kennedy didn't live to see the program officially started. It was left to Lyndon B Johnson to enact the group. He opted to make it a part of his "War of Poverty". He signed the group into existence through the Economic Opportunity Act of 1964.
