I believe the answer is:
exclusion and non-rival shared consumption
In this context, exclusion refers to the act of limiting the school membership to a certain social group (would most likely the children that come from non-wealthy family). Non-rival shared consumption in this context refers to fact that if a certain members of society use the school service, it does not necessary make any difference if other members use it too since it's not something that could out of order.
