The answer is: D) the vehicle on the left yields to the vehicle on the right

In united states, drivers are required to drive on the right side of the road (which is why the steers is located on the left driver seat.) This custom is brought in the four-way intersection. To avoid clash, the drivers on the right are given with priorities before the vehicles on the left can move. The custom might be different in other countries.
