At the time of the industrial revolution (1800s), the information and technology did not yet spread as quickly as it does now. Now, physical distance is less of an importance, but this was not the case back then.

So the industrial revolution spread along geographic proximity - so it first spread to the other side of the Englich Channel - northern France, Netherlands and Belgium.
