To be elected to the House Representatives must be resident in state where elected. Option one is correct.

The requirements to be elected to the House of Representatives include: Each representative must: be at least twenty-five years old; have been a citizen of the United States for the past seven years; and be at the time of the election an inhabitant of the state they represent. It is not a requirement to live in the districts a person represents, but he/she traditionally does.
