we have a formula for finding slopes:

\frac{y - {y}^( prime) }{x - {x}^(prime) }
x and y being the coordinates of one point and y and x prime being the coordinates of another point.
let's find the slopes of our two functions
first function:

(0 - 4)/(3 - 0) = ( - 4)/(3)
second function:

( - 4 - ( - 1))/( - 12 - ( - 8)) = (3)/(4)
the bigger the number the bigger the slope negativity or positivity doesn't matter. therefore the correct answer is:
function 1 has a steeper slope of -4/3

2)(5-2)/(0+4)=3/4
function1 has a steeper slope of -4/3
