1. After Germany was defeated, the USSR would declare war on Japan.

2. Germany would be divided into 4 zones (BR, FR, USA, USSR). Berlin, in the USSR zone, would also be divided into 4 zones.

3. Eastern European countries would be allowed to hold free elections to decide their independent governments.
