Explanation:

The answer is neither because all three sides of the triangle are supposed to be touching the circle for it to be circumscribed about the circle.

By the way, on my assignment I clicked "circumscribed about the circle" and I got it wrong. But now I understand why I got it wrong! Also, the answer key showed that it is "neither", so don't worry that this answer might be wrong! :)
