Answer:

Hail is harder than ice because of the formation, hail is formed in the atmosphere in storm clouds when water droplets collide with supercooled waterdrops in the upper atmosphere in subzero temperatures, instantly turning them to ice in the process. And it keeps building and turning into a sphere shape, and as it gets bigger the harder and more sturdy it gets, making it harder than ice.
