"Ten thousand saw I at a glance" is an exaggeration because surely he didn't actually see 10k flowers. Though the most prominent figurative language in this quote would be a personification, as the flowers are personified to "toss their heads in sprightly dance" (flowers don't actually dance) and the waves dancing in glee is also personification, as waves don't have emotion nor can they dance.
