The sign notations for four Quadrants is as follows:

Quadrant I : both x and y positive.

Quadrant II : x negative and y positive

Quadrant III: x and y both negative.

Quadrant IV: x positive and y negative.

Point F has coordinates (1,-5)

x is positive and y is negative.

So point F is in quadrant IV.
