If the perimeter is 102 inches, the sum of length and width is half that, 51 inches. This sum is
51 = L + (1/2L +9)
42 = 3/2L
28 = L
W = L/2 +9 = 23

The length and width of the rectangle are 28 inches and 23 inches, respectively.
