When herodotus quotes pindar's saying that custom is king over all, he means that?

He means that "each party thinks its own particular local religion and culture to be the best, also no one would scrutinize his own traditions or customs, which run preeminent in his propensities and activities".

Pindar was a standout among the most well known antiquated Greek lyric artists, and maybe the best known about the standard canonical nine lyric poets of old Greece.
