Slope PQ
m = (y2 - y1)/(x2 - x1)
y2 = 8
x2 = - 1
m = (8 - 5)/(-1 - 0)
m = 3/-1 = -3

Slope RS
m = (y2 - y1)/(x2 - x1)
y2 = 3
x2 = 3
m = (3 - - 1)/(3 - 5)
m = 4/-2 = -2

Conclusion
The slopes are not either 0 or undefined. They are not vertical or horizontal. They are not related by m1*m2 = -1 so they do not relate by right angles. They are not the same.
