Constituents get in contact with members of the congress whenever they have a problem that they believe is important for the community that the congress member is representing. Sometimes these problems are real such as sewage polluting the sea, but sometimes they are completely weird as there was once an example of a woman contacting the representative to provide her with free birth control.
