I believe the answer is: Social beings

Social pragmatic theory believe that people were born with an inherent awareness on how to survive in social word. They view infant's crying as inherent skill that infants have to communicate with their caretakers, which allow them to obtain things that they need such as food or comfort.

According to the social-pragmatic theory, infants communicate because they are social beings. Part of their ability is to mirror their caregivers as a sign of their attempt to communicate. Another is that Biological maturation is a factor infants’ language development.
