Irrelevant sentences can also be called “off topic” sentences. Off topic sentences are considered irrelevant because sentences within a paragraph (if not the topic sentence, naturally) should serve to develop the topic sentence by manner of explaining, supporting, elaborating, analyzing. Any sentence that does not do this is straying from the purpose of the paragraph and serves to only as a distraction for readers and may indeed mislead and/or confuse them.
