The most likely answer would be Purpura, as purpura is a before-birth defect people get. and it effect has "purple" spots.

The patient is suffering from purpura disease which is a congenital disorder which is also called skin hemorrhages. In this disorder blood vessels near the skin bursts which appears as purple dots of diameter 4-10 mm on the skin.

This disorder may be present from birth and is mainly due to clotting disorder caused by a low number of platelets in the blood. In purpura, purple colored rash appears on any portion of the body which can be clearly seen.

Purpura can also be caused by taking wrong drugs that allow platelet destruction by immune cells or by some infections like hepatitis C, HIV, rubella. Therefore the correct answer is patient is suffering from purpura disease.
