D is correct. Look at the picture of the graph I made. The point (3,3) is in the upper right corner, not on the circle. This is because for a circle,
x²+y²=r² where r is the radius. If we have the point (3,0) then the equation of the circle says

3^2+0^2=r^2 \\ r=3

Then for r=3 we can't get the point (3,3) because

3^2+3^2 \ \\eq 3^2
