The Genocide Convetion that was signed in Vienna is instrumental in international law and it was signed to avert atrocities such as those committed by the Nazi German State. Lots of ethnic and racial groups like the Jews and the Roma were targeted and were disposed of, without them being combatants in the war; the only reason was their desendance. Ideological reasons for cleansing as well as the preservation of one nation would not be tolerated and this kind of acts were elevated to a different status of war crimes thanks to this convention. Punishable actions also included general strategies of preventing birth among a group and severly hurting a group in a both a physical but also a mental way.
