Give an example of a time government might favor the interest of a small few over a large majority?

Research has proven that business-oriented groups have almost twice the influence of mass-based group on public policy. Therefore, when a policy is supported by the economically elite, even though these group constitute a minority few, the government might favor their interest over a larger minority.
