How can limiting nonpoint sources of oil pollution help to keep the oceans clean?

Nonpoint pollution of the oceans is caused chiefly through points on land and is the underlying cause for most of the oil pollutants in the ocean. Eliminating nonpoint pollution from the land would help eliminate 200-300 million gallons of oil enter the oceans
